How to fix bad Facebook lead quality
Fake numbers, people who don't remember signing up, leads from three states away. Here are the fixes, from Meta's own help pages and tests, in the order we'd try them.
The short answer
Make the form a little harder and the follow-up a lot faster. Switch the Instant Form to Higher intent, turn on SMS verification, add two or three multiple-choice questions that qualify, and send qualified leads back to Meta so it finds more like them (Meta reports 21% lower cost per quality lead with this on Instant Forms). Then reply within minutes: Meta itself says faster follow-up can improve lead quality.

Why Facebook leads go bad
Instant Forms are built for volume. The default form type is More volume, and Meta fills in people's details from their profile, so submitting takes two taps, including by accident.
Location targeting is looser than it looks: Meta reaches people who live in, have recently been in or often visit your area, and for cities and regions it adds people likely to respond unless you turn that off.
And a lead that waits hours for a reply forgets they asked. The fixes below work on all three.
Nine fixes, in order
- 1
Switch the form to Higher intent
Higher intent adds a review screen so people confirm their details, which Meta says prevents submissions from people who are only marginally interested. It runs in mobile feeds only.
- 2
Turn on SMS verification
People enter a code texted to their phone before they can submit, so fake and landline numbers can't get through. Meta notes it may lower lead volume and raise cost per lead.
- 3
Ask two or three qualifying questions
Meta's own guidance: fewer multiple-choice questions bring more submissions, more of them bring higher-quality leads. Ask what you'd ask on the phone: the service, the timing, the address.
- 4
Close the form for bad fits
Conditional logic can send an answer like “outside your area” or “just browsing” to a close-form screen. Those people aren't counted as leads, though Meta says cost per lead may rise.
- 5
Optimize for qualified leads
Mark leads as qualified in your CRM and send that back to Meta (Conversions API for CRM). Meta reports 21% lower cost per quality lead on Instant Forms; it needs about 200 leads a month to learn.
- 6
Tighten the location
Turn off “Reach more people likely to respond to your ads” on city and region targeting, and check where your leads actually live.
- 7
Exclude people who already submitted
Build a custom audience of people who opened or submitted your form and exclude it, so you don't pay twice for the same person.
- 8
Use a website form for bigger jobs
Meta suggests website forms when people need to book, get a quote or study the offer first. In Meta's tests, running both together cut cost per lead 60% and raised volume 125%.
- 9
Reply within minutes
Meta: shortening the time to follow up can improve lead quality. Harvard Business Review found companies that reached out within an hour were nearly 7 times as likely to qualify the lead.

Lower cost per lead isn't the same as better leads: the two simplest forms cost less and qualify less. Since April 2026, new qualified-lead campaigns need the Conversions API connection.

FAQ
Questions
Why are my Facebook leads so bad?
Usually a mix of an easy form (More volume, prefilled details), loose location targeting and slow follow-up. Switch to Higher intent, add SMS verification and a few qualifying questions, and reply within minutes.
Higher intent or More volume?
More volume is Meta's default and brings more leads. Higher intent adds a review screen so people confirm their details, which Meta says filters out the marginally interested. Most local businesses with lead-quality problems should test Higher intent.
Does SMS verification reduce the number of leads?
It can: Meta says it may affect lead volume and cost per lead. In return, every lead has a working mobile number that was confirmed with a code.
What is Conversions API for CRM?
A connection that sends your lead stages (like “qualified”) back to Meta, so the ads optimize for leads that turn into customers. Meta asks for about 200 leads a month and daily updates. Zuops sends qualified leads back automatically.
How fast should I contact Facebook leads?
Within minutes. Meta says faster follow-up can improve lead quality, and studies of web leads found the odds of qualifying fall sharply after the first five minutes.
